EUFunded HorizonEurope Change Toolkit for Digital Building Permits (CHEK) Project has entered its demonstration phase, which started on May 19th and will run through June 13th, 2025. These demonstrations represent a major milestone in the project’s journey to deliver a digital toolkit for supporting the issuance Digital Building Permits (DBP) across Europe.
🔬 What’s Being Demonstrated?
✅ The final demonstrations showcase the practical implementation of the CHEK software toolkit in real-world permitting scenarios, under the active collaboration of 📐 Design Companies (SIA Société Internationale d’Architecture s.a. and ZWEI) and 🏛️Municipalities and Urban Authorities (Gaiurb, EM, Câmara Municipal de Lisboa, Prague Institute of Planning and Development, Comune di Ascoli Piceno). The demonstrations are coordinated by Mostostal Warszawa S.A.
✅ To comprehensively evaluate the toolkit’s adaptability, the demonstrations are structured into two use case categories (New Building and Renovation) accross three building types (Residential villa, Mix-Use building and Primary School) on four locations (Vila Nova de Gaia, Ascoli Piceno, Prague and Lisbon) in three countries (Italy, Portugal and Czech Republic).
✅ Each demonstrator is actively engaging with the CHEK-developed digital toolkit to simulate the complete lifecycle of a building permit – from BIM model preparation to automated regulatory compliance checking.
The digital toolkit used in demonstrations is comprised of:

💠 CityGML to IFC export with IFCViewer provided by RDF Ltd.
💠 IFC export with IFC Exporter provided by DiRoots
💠 Georeferencing check with IfcGref provided by TU Delft | Geomatics
💠 IFC validation against EXPRESS schema and IDS with IFCEngine provided by RDF Ltd.
💠 Pre-Check of the IFC models with CypeUrban provided by Cype Software
💠 Digital signature of IFC models with DiStellar plugin provided by DiRoots

✅ The CHEK project’s final demonstrations serve not only as a validation of the developed tools but also as a real-world example of how digital permitting processes can be structured, automated, and scaled, laying the groundwork for future implementation.
